special envoy for ukraine, kurt volker, said the united states believes that russia’s actions in donbass are unacceptable.
we are aware of the situation on the ground and we believe that they are not consistent with russia’s long-standing commitment to respect ukraine’s sovereignty and territorial integrity, volker told the news conference at the end of the day in rome. let me say it explicitly: as russia’s behavior has been, we believe that it is in direct violation of the minsk agreement and therefore not consistent with the view that president putin of russia has of respecting minsk, the minsk agreement.
volker said the united states and other countries believe russia has continued to conduct military operations in the east, and he said the united states holds russia responsible for the situation on the ground. he said the u.s. is committed to helping ukraine
defend its sovereignty, and said moscow’s actions serve no one’s interests.
according to the minsk agreements, donbass should have been returned to ukrainian sovereignty by the end of 2016, and while the military side of the agreement is being fulfilled, as recently as january, the political-side has not been fulfilled.
the russian government insists, as kyiv does, that russian troops are in ukraine at its invitation. the russian media have also published unconfirmed pictures of ukrainian soldiers found in their uniforms, which would lend credence to the kremlin’s claims.
beyond that, however, the evidence of russian government involvement in ukraine is growing. at least two incursions into eastern ukraine, one on april 7 and another on april 9, have been traced to russian military intelligence, russian media have reported.
kiev has identified men with russian accents as members of russian military intelligence in the donbas, the times of london has reported. russian-linked mercenaries have been identified by ukraine’s security services as part of a campaign by the russian government to destabilise the nation’s government, though the potential of this campaign to spark a wider war remains unclear.
under the minsk agreements, ukraine has withdrawn its military from the eastern territories in donbass region, however the ukrainian army is still in control of the airport in donetsk. the minsk agreements also demand the lifting of the blockade of the strategic port of mariupol in southern ukraine, where russia has a large military base. both the military operation of the ukrainian army and the blockade of mariupol have been a direct violation of the minsk agreements. if russia and the other parties at the minsk agreements had fulfilled their obligations, this whole war would have never happened. in one of their rare meetings, ukraine and russia agreed to restore the trilateral contact group, established in february 2014. the three former ukrainian prime ministers (arseniy yatsenyuk, yuriy boyko, and arseniy yatseniuk) are all committed to restoring ukraine’s state sovereignty.
several days earlier, russia delivered the last of 12 t-72 tanks it pledged under the minsk agreements to donbass regions. negotiations are ongoing to either deliver more modern tank engines to the region, or to bring the tanks to the region in a single convoy. donbass activists report that the tanks sent by russia have poor armor plating and other flaws. there has been no armored fighting vehicle delivered to donbass so far. donetsk’s local leaders have repeatedly stated that they are open to meetings with ukrainian president volodymyr zelensky, however, there have been no meetings between the two. president zelensky has also been saying that he is ready for negotiations, but russia isn’t interested. russia has again spied on ports and bunkers in eastern ukraine, including 24 border posts. the recent russian attacks are also aimed at the eastern ukrainian naval fleet.
